Written by John Ostrander and Len Wein. Art by John Byrne and Karl Kesel. Cover by John Byrne. The villainous Darkseid has a scheme. With his vast resources, he will cause the people of Earth to despise and rebel against their heroes. Then he will be able to conquer the planet. That is unless the heroes of Earth can reunite into the greatest incarnation of the Justice League ever seen.

1-Includes Mask comic insert. Darkseid once again reigns supreme on Apokolips, but the legendary super-heroes of Earth remain a thorn in his side. Thus, he begins Operation Humiliation. Firestorm battles Brimstone, Flash takes on Deadshot, and Captain Marvel (in his first post-Crisis appearance) fights Macro-Man. Legends is designed to kick off three new ongoing series (The Flash, Suicide Squad, and The Justice League) and a mini series (Shazam: A New Beginning). 2-Legends Chapter 8. Darkseid continues Operation Humilation, which is an attempt to rid Earth of its legendary costumed heroes. Brimstone is on the rampage, G. Gordon Godfrey continues spreading his message of ill will, and President Ronald Reagan orders super-heroes to cease all activities. Plotted by John Ostrander and scripted by Lein Wein, with pencils by John Byrne and inks by Karl Kesel.

3-Legends Chapter 13. Darkseid continues Operation Humiliation, which is an attempt to rid Earth of its legendary costumed heroes. The Suicide Squad (1st appearance in this newest incarnation) , which is a team made up of super-villains, is formed to battle Brimstone. Plotted by John Ostrander and scripted by Lein Wein, with pencils by John Byrne and inks by Karl Kesel.

4-Legends Chapter 14. Darkseid continues Operation Humiliation, which is an attempt to rid Earth’s of its legendary costumed heroes. Black Canary, Batman, Flash, and others battle an assortment of super-villains that is on the rampage. Plotted by John Ostrander and scripted by Lein Wein, with pencils by John Byrne and inks by Karl Kesel.

5-Legends Chapter 17. Darkseid, unleashing his metallic dogs of war, continues Operation Humiliation, which is an attempt to rid Earth’s of its legendary costumed heroes. Meanwhile, demagogue G. Gordon Godfrey’s message of hate against the heroes continues to take hold of the populace. Plotted by John Ostrander and scripted by Lein Wein, with pencils by John Byrne and inks by Karl Kesel.

6-Legends Chapter 21. Darkseid continues his Operation Humiliation, which is an attempt to rid Earth’s of its legendary costumed heroes. Guy Gardner, Batman, Superman, Wonder Woman (making her first post-Crisis appearance), and others battle an assortment of super-villains. Darkseid’s para-demons and dogs of war also attack.
